Obviously, yes. The latest version of Xcode, 10.1 (as of 30 October 2018) is - of course! - compatible with macOS 10.14.x “Mojave”, and the bare minimum amount of RAM it requires is exceeded by the standard 8 GB RAM on the new MacBook Air.
